To address and improve water quality, the Federal Clean Water Act requires local communities to develop a program to help manage stormwater runoff and to control nonpoint source pollutants. Stormwater runoff is water from rain or melting snow that "runs off" across the land instead of seeping into the ground. This runoff flows to the nearest waterway. On its way, runoff can pick up and carry many substances that pollute water. Creation and implementation of a local Stormwater Management Plan will minimize nonpoint source pollutants.
Key Resources
- Stormwater Management Plan (SWMP)
- Stormwater Ordinance – See section 3.3 Unified Development Ordinance
- Stormwater System Map - https://arcg.is/On9ia
- MS4 Permit

Only Rain Down the Drain
Stormwater runoff is also called a non-point source (NPS) pollution, because it does not come from a single point like a pipe from a factory.
Illicit Discharge Detection and Elimination
To report illegal dumping into streams or storm drains call the Stormwater Hotline at 828-693-4840
The focus of the illicit discharge detection and elimination program is to detect and eliminate illicit discharges, including spills and illegal dumping. In addition, the Town must identify and address significant contributors of pollutants to the MS4, implement appropriate enforcement procedures and actions, and develop a storm sewer system inventory and overall map showing all outfalls and associated conveyances. The final program goal is to inform employees, businesses, and the general public of hazards associated with illegal discharges and improper disposal of waste.
NPDES Phase II Regulations
The NPDES program established a comprehensive two-phase approach to managing stormwater discharges. Phase I of the program required permits for municipal separate storm sewers (MS4s) serving populations greater than 100,000 people and for stormwater discharges associated with industrial activities.
